What is 'One Force, One District' policy that may be adopted in Manipur amid violence?

In its efforts to restore normalcy in Manipur which has been seeing ethnic violence since May, the state government is likely to adopt a “one district, one force” arrangement for better coordination and operations by security forces.

According to this arrangement, one paramilitary force's personnel will be responsible for maintaining law and order in a district.

Hindustan Times cited a security official as saying that the move will look to ensure accountability and reduce the possibility of conflict among forces. "Having one force to look after a particular district will help coordinate and fix accountability. The force will be responsible for everything that happens in the particular district. Since the CRPF has more personnel, it is likely that they may be posted in more than one district," the official said.

All the five paramilitary forces of the country, namely CRPF, BSF, ITBP, SSB and CISF, along with the Assam Rifles and the Army are working with the state police to restore peace and bring normalcy in the region. There are over 200 companies of different paramilitary forces deputed in the state. The official further said that the paramilitary forces will together with the state police.

Violent protests continued in Imphal this week over the kidnapping and killing of two youths. The Armed Forces (Special Powers) Act or AFSPA was extended by another six months in Manipur on Wednesday except in 19 police stations falling under the Imphal valley and an area that shares its boundary with Assam.

Curfew was also re-imposed in two districts of East and West Imphal as the Biren Singh government combatted violent protests which saw 65 demonstrators injured over two days.

A mob also tried to attack CM Singh's empty ancestral house on Thursday night, despite a security clampdown and curfew in the Imphal valley.
