Centre wants action against 2010 civil service topper Shah Faesal for his 'Rapistan' tweet

July 10 (AZINS) Trouble is mounting for 2010 IAS topper Dr Shah Faesal after centre asked for departmental action against him for his tweets about rapes.

Commissioner/Secretary of General Administration Department (GAD) of Jammu and Kashmir has issued a notice to Faesal after they received a communication from the Department of Personnel and Training, government of India asking the state government to initiate action against the 2010 civil service topper.

“Whereas, the department of personnel and training, government of India has forwarded to this department a copy of communication along its enclosures, in which several references have been made by you in contravention of the extant provisions of All India Services (conduct Rules) 1968/ All India services (discipline and appeal Rules 1969). Screen shots of the posts made by you in your twitter account are enclosed” reads the letter by the commissioner secretary of GAD.

GAD noted that Shah Faesal has allegedly “failed in maintaining absolute honesty and integrity in discharge of official duty and thus acted in a manner unbecoming of public servant”.

“…Department of Personnel and Training, Government of India has requested the state government to initiate action against you under provisions of All India (Discipline and Appeal) Rules 1969 and to intimate the action taken to the department of personnel and training, government of India”, reads the letter. Shah Faesal, who is currently abroad pursuing Edward S Mason Mid Career Masters Programme, reacted on twitter in a sarcastic manner calling the communication by GAD as “Love letter”.

“Love letter from my boss for my sarcastic tweet against rape-culture in South Asia. The Irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience. I'm sharing this to underscore the need for a rule change”, he tweeted. The 2010 civil service topper also tweeted an old tweet which possibly led to this action.  “Patriarchy+Population+Illiteracy+ Alchol+Porn+Technology+ Anarchy= Rapistan!” he had tweeted

Shah Faesal had created history when he became the first Kashmiri to top the civil services exams in 2010. He is currently the Managing Director J&K Power Development Corporation.  In fact Jammu and Kashmir has a small fraction of officers in the civil services. Medical and engineering are still the favored career options among the youth. But after Shah Faesal topped the civil services in 2010, a new awakening has started in the state. Coupled with the new initiative taken by the serving bureaucrats and police officers to coach local youth, the civil services have become the new craze in Kashmir.
